Closes ZLAB-11

Vitest was discovering .forgejo/auto-merge.test.cjs, which uses standalone Node assertions, and failing with "No test suite found". Exclude that file from Vitest while running it explicitly in both npm test commands. CI gates and auto-merge logic unchanged.

Verified: npm test (36 tests plus standalone auto-merge checks), npm run test:coverage, npm exec -- tsc --noEmit, git diff --check. Remote CI pending.
